April 2008 Version - EEE-INST-002 now includes Addendum I (see pg. 2)..

The purpose of this document is to establish baseline criteria for selection, screening, qualification, and derating of EEE parts for use on NASA GSFC space flight projects. This document shall provide a mechanism to assure that appropriate parts are used in the fabrication of space hardware that will meet mission reliability objectives within budget constraints.

This link represents the official home of the EEE-INST-002 and provides the latest official release of this general instruction. 

The second link is for accessing the EEE-INST-002 Parts Stress Derating Analysis Workbook, a document for aiding and recording part-level derating details in complying with EEE-INST-002 requirements.
